Requirements for Shipping Vehicles from Puerto Rico to the United States
Follow these steps in the order provided to prevent any document from expiring. For additional assistance, contact Pan American Latino Express, Inc. at 787-258-2231.
I. Documents You Must Have
Copy of the vehicle registration or vehicle license.
Copy of the vehicle’s Certificate of Title.
Vehicles manufactured in model year 1986 or earlier do not have a title.
If you do not have the title because the vehicle is still financed, you must obtain an original letter from the bank or financial institution authorizing the vehicle’s transportation.
Verify that nothing appears in the Liens section of the title. If a lien is listed, you must visit Public Works with the letter provided by the bank and request a new title without liens.
Copy of the vehicle owner’s driver’s license.
If the Owner Is Not in Puerto Rico
The owner may authorize another person to complete the shipping process through an affidavit. The affidavit must be notarized and protocolized in Puerto Rico by an authorized notary.
If the vehicle registration sticker has expired, you may visit Public Works to request a temporary three-day registration sticker for $17.
II. Documents to Obtain in This Order
Important: The vehicle must be presented on the same day the final three documents on this list are obtained or, at the latest, on the following day. This will prevent the documents from expiring.
1. ACAA
Request an original Negative Certification of No Debt.
Valid for 20 days.
2. Sworn Statement
Visit a notary to prepare a sworn statement indicating that the customer authorizes the following companies:
Pan American Latino Express, Inc.
Crowley Puerto Rico Services
Gallery Shipping
These companies will be authorized to complete the necessary procedures to transport the vehicle from Puerto Rico to the United States.
The sworn statement must include all vehicle information.
3. Colecturía
Purchase the following vouchers:
One $10 Vehicle Export Voucher, code 5122.
One $2 stamp, code 842.
Do not mix these two vouchers with the other stamps.
Additionally, purchase the following stamps separately for Public Works:
Two $10 stamps, code 5120.
Two $1 stamps, code 5120.
Two $2 stamps, code 842.
4. Public Works — DTOP
Request the following documents:
Certificación de No Multas de Vehículos — Vehicle No-Fines Certification.
Forma 234: Información del Vehículo — Form 234: Vehicle Information.
The documents must include the three types of stamps listed above, the official DTOP cancellation stamp and the agent’s signature.
Valid for 2 days.
5. Puerto Rico Police Stolen Vehicles Division
Visit the Police Department’s Stolen Vehicles Division and request the Stolen Vehicle Certification.
Valid for 5 days.
6. Vehicle Washing
Take the vehicle to a garage for a complete engine and chassis wash. Request a receipt certifying that the engine and chassis were washed.
The vehicle must be completely clean inside and outside.
Receipt valid for 2 days.
Important Inspection Requirements
Verify that all vehicle body parts are original. If any part is not original, visit the Public Works investigation office in your municipality to have a serial number assigned.
The vehicle body and interior must be completely clean.
For safety reasons, the vehicle must have one-quarter tank of fuel.
No items are permitted inside the vehicle, except the jack and spare tire.
Exportation is subject to a final inspection by the Puerto Rico Police Stolen Vehicles Division.
Vehicle Receiving Hours and Payment Methods
Vehicle receiving hours: Monday through Wednesday, from 8:00 a.m. to 1:00 p.m.
Accepted payment methods:
Cash.
Postal money order.
Document updated July 2026.
Note: No personal items inside the vehicle will be accepted. Fuel must be one-fourth tank or less. Insurance is optional.
